Dear All fellow Chinese Americans

On August 7, 2000, I had submitted a very strong resolution to the
California Republican Party's Fall 2000 convention in Palm Spring this
coming September 15-17, 2000.

In addition last week, I had asked the California Party Board of Directors
to take a stand too prior to the general session of the convention. My memo
is attached below:

Letter to the California Republican Party (Board of Directors)

Subject:  Human Right Violations and Racial Profiling by Clinton/Gore
Administration

Post WWII, America has imported a number of Nazi and not so Nazi scientists
to the United States to continue research and development of our national
defense projects.

During and after the collapse of the evil empire (Communist Russia), America
also imported many Russian and Eastern Block countries former communist and
no so communist scientists to work on our national defense and space
projects.

During the Persian Gulf conflict against Iraq, America brought out Iraqi
scientists to expose what the President of Iraq is doing on the weapon of so
call mass destruction. But these Asian Iraqi scientists were willingly or
forced to work on the R/D in Iraq weapon systems will never be fined out.
But under Clinton/Gore’s administration, the FBI and INS had held Dr. Ali
Yasin Mohammed Karim in jail for nearly 4 years since 1996. The government
based on so calls “secret evidence” suggesting he was a spy for a Middle
East country. Other Asian Iraq scientists were given opportunity to get out
of the United States. They cannot return to Iraq because they will be
executed. But Dr. Karim decided to stand his ground of the injustice charges
against him. Now U.S. Immigration Judge D.D. Sitgraves (SF Chronicle Aug.
19, 00 reported) has reversed her earlier decision and said that Dr. Karim
“has sufficiently demonstrated that the government’s claims were
ill-founded,” and concluded that the screening process used by the FBI was
insufficient and conducted by agents who had limited knowledge of Iraq and
its people. Does this means racial profiling by the FBI as a standing
practice?

Front page of San Francisco Chronicle had reported today that Dr. Wen Ho
Lee, Chinese American (Taiwan born) scientist in Los Alamo had actually past
all the polygraph tests, and the FBI agent Messemer admitted he had miss
lead the U.S. Federal judge on his testimony. FBI Agent Messemer said it was
“an honest mistake.” The honest mistake has landed Dr. Lee a year in
maximum-security confinement with out official conviction, wearing
electronic shackles 24 hours daily and personal civil right was taken away
from him. Denied him of almost all family contacts and personal freedom with
solitary confinement. This incident has destroyed Dr. Lee’s honor and
dignity and his profession working future. The government charges had
changed many times from original spy charges to water downed violation of
simple procedure.  The government wanted this violation of procedure to
carry a “life” sentence.  The former CIA Director was found guilty of the
same violation last year. The CIA Director was still walking around free and
getting his government retirement pension. Many other Los Alamo white
American scientists admitted this practice was routinely performed due to
heavy workload and needed more time (at home) to finish their work.

Clinton/Gore administration has not do anything to correct the unjust racial
profiling toward Asian Americans until the Asian American communities fought
back and demanded for equal rights under the law.

The Republican Party is standing by doing nothing and kept silence.  Silence
is consent under the law. Do we still remember Republican Senator Joseph R.
McCarthy for his contemptuous conduct toward Americans does not agreed with
him is a communist? The United States Senate for his un-American behavior
finally condemned Senator McCarthy.

If we Republicans do not stand up for justice helping the small people, we
should not be in business. How are we going to win the trust and votes from
the minority American voters.  Talk is cheap and deeds are facts.

Therefore, I am asking the California Republican Party (Board of Directors)
to take a stand on these issues of human rights and racial profiling
practices. In addition, I am asking the California Republican Party to
condemn the Clinton/Gore administration for permitting this type of
practices continued to be permissive in all level of government agencies.
